Assessing the progress of the implementation of industrial zones and clusters in the area, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen said that since the administrative boundary expansion up to now, Hanoi has not had any new industrial zones. . While for 43 industrial clusters planned to start construction in 2021, so far, only 6 clusters have been started.
Besides, out of 70 industrial clusters in operation, only 26/70 clusters have invested in a centralized wastewater treatment system; 05/70 clusters have investment in treatment stations but not in operation, 11/70 new clusters have approved investment policy on construction of centralized wastewater treatment system; the remaining 28/70 clusters do not have a centralized wastewater treatment system; pose many risks to the city's environmental protection.
To solve the remaining problems, speed up the implementation of investment projects and construction of industrial zones and clusters in the city; The Standing Committee of the City Party Committee suggested that all levels and branches of the City should focus on implementing 7 key tasks and solutions. First of all, it is necessary to review, supplement and include in the planning of industrial zones and clusters until 2030, with a vision to 2045, because this is a very important time. Along with that, resolutely deploy industrial zones and clusters according to new standards.
The Party Committee of the City People's Committee was assigned to direct departments, branches and localities to review all investment projects in industrial zones and clusters in the city. Focus on implementing solutions to remove existing obstacles, ensuring maximum reform of administrative procedures. For matters beyond their competence, it is necessary to urgently summarize and report them to competent authorities for consideration and decision.

For projects that are behind schedule, the Standing Deputy Secretary of the City Party Committee asked agencies and units to carefully review processes and procedures to ensure compliance with the provisions of law. For projects eligible for adjustment and extension of progress, investors and localities should be urged to soon complete the application for extension; elaboration and appraisal of project feasibility study reports; environmental impact assessment reports… submit to competent authorities for approval. For investors in the construction of technical infrastructure of industrial zones and clusters in the city, it is necessary to sign a commitment to ensure the concentration of resources for the project to be completed on schedule; proactively call for, attract and receive investment projects in industrial clusters on the basis of approved plannings; give priority to investors and projects using new and high-tech technologies, minimizing environmental pollution.
Districts, districts and towns speed up the construction of infrastructure outside the fence of industrial zones and clusters, such as investment in construction of roads connecting to the fences of new industrial zones and clusters; support investment in technical infrastructure works such as electricity supply, water supply, drainage, information, telecommunications... to meet the needs of investors.
